The issue of hijab and dress code is an essential element of an Islamic university, and finding ways to improve and promote it requires consulting religious sources and experts. Understanding the discourse of the Supreme Leader, as the guardian jurist and a Shia authority, regarding the issue of hijab is a social necessity to find strategies for its expansion in universities. This qualitative research initially analyzed the statements of the Supreme Leader on the issue of hijab using content analysis. Then, the extracted categories were presented to 23 university professors, experts, and those familiar with the field of religion. Based on these categories, semi-structured interviews were conducted to identify strategies for improving and enhancing the dress code in universities. The results indicate that university activities in cultural and psychological areas (such as fashion design festivals for hijab, providing opportunities for introducing and purchasing hijab essentials at affordable prices, increasing connections with Islamic universities, creating gender-specific recreational spaces, etc.) that honor and boost the self-esteem of students as Muslim individuals, as well as educational and disciplinary areas (such as creating curriculum resources on hijab with a global studies approach, mandating participation in cultural activities for norm-breaking students, etc.) are the most important strategies for improving the status of hijab in universities
