The agricultural economy, as an integral part of the global economy, encompasses the entire supply chain of agricultural products from cultivation to consumption and is crucial for achieving a sustainable circular economy. Kerman province, as a leading pistachio-producing region in the world, faces challenges such as resource wastage and environmental issues, despite progress in economic and ecological development. However, the development of the circular economy encounters numerous obstacles from various sectors. This study employs the Gray-DEMATEL method to identify and analyze the barriers to developing a circular economy in the governmental, agricultural, and industrial sectors. The results indicate that factors such as the development and promotion of new technologies, farmers' awareness, and production costs have the most significant impact and require special attention and investment. Additionally, factors like inadequate government subsidies and preferential policies are highly susceptible to the influence of other factors. Weak financial and organizational policies, supply-demand imbalance, and inefficient resource utilization are identified as major barriers. To successfully develop a circular economy in pistachio cultivation and processing, it is essential to strengthen new technologies, increase farmers' awareness and training, and improve government financial support policies. Balancing supply and demand, optimizing organizational mechanisms, and increasing infrastructure investment are also critical. By implementing these recommendations, productivity, waste reduction, and the sustainable development of a circular economy in pistachio cultivation and processing can be achieved.
