An Investigation into the components of human resource preparation in passive defense among healthcare managers in Iran

Background and Objectives: Passive defense is one of the most effective, sustainable, and cost-effective methods of defense against threats that has always been of great interest in crisis management. This study examines the elements of passive defense preparedness among healthcare managers in Iran. Methods: The research employs a qualitative approach using conventional content analysis from 2021 to 2023. Participants consisted of 25 healthcare managers with experience in passive defense were purposefully recruited over a 24-month period from the Ministry of Health in Iran. Data is collected through unstructured interviews and analyzed using conventional content analysis. Results: The participants' experiences regarding the preparation components of passive defense are categorized into three main themes, namely: comprehensive empowerment, responsibility, impressive interaction, and monitoring and feedback. Conclusion: Strengthening healthcare and treatment managers through comprehensive empowerment, responsibility, impressive interaction, and monitoring and feedback is an effective and valuable strategy for tackling potential threats in the healthcare sector.
