The analysis of areas position from the view of development has a great importance as the basis for future planningbecause to have a hopeful outlook is possible only with the determination of various indicators of quantitative and qualitative in status that is base on fundamental capabilities. In addition tothe relation between the rate of urbanization and its role as the cause and effect with the development level of cities gives a good guidelines for organizing of country spatial planning. How much is the development difference among various cities in all of country?and is there a relationship between the development level and the rate of urbanization?Firstly,in this study after seletingcriteria by using Shanon Entropy method and we are gave weighted to them and the Linear Topsis method the cities are ranked from development degree, than the relation between the development level with the rate of urbanization are checked by using correlation and Regression Techniques. The results of research have ranked the cities from the view of development and is shown that there is a significant relation among the development level and the rate of urbanization in all of country
