Determinants of SMEs readiness assessment of cloud manufacturing services providers

This study aims to identify and evaluate the critical factors determining the readiness of Small and Medium-Sized Enterprises (SMEs) to operate as Cloud Manufacturing (CMfg) service providers. A mixed-methods approach was employed: qualitative data were gathered through a systematic literature review and semi-structured interviews with academic and industry experts, followed by thematic coding using MAXQDA software. The Fuzzy Delphi Method (FDM) was applied to screen and validate the initial indicator set, and Fuzzy Decision-Making Trial and Evaluation Laboratory (FDEMATEL) was used to analyze the causal relationships among the identified factors. The findings distilled 33 measures under eight key readiness factors. Customer engagement, quality of service, and Information Technology (IT) support and data-driven capabilities emerged as the most critical for SMEs entering CMfg. Government support and top management support were identified as the most influential causal factors, while responsibility, security strategy, and employee trust level were the most permeable effect factors. The proposed framework offers practical value for SME managers to self-assess their CMfg readiness, supports platform operators in evaluating potential service providers, and aids policymakers—particularly in Iran—in designing supportive regulations. While the study's context is rooted in the Iranian SME landscape, limiting generalizability, it develops a systematic readiness assessment model for SMEs in CMfg based on a hybrid fuzzy Multi-Criteria Decision Making ) MCDM ( approach.
